Open Letter: to USPS OIG involving possible mail theft and election interference (by my postal carrier. to prevent me from voting). I sent a copy of this letter to OPB (the local NPR station) and in response they did several stories promoting the post office, including a story where the carrier says, “I want to hurry up and get together with my friends.” Apparently, rather than accurately delivering the mail. But, what can we do?

Re: Complaint of Mail Theft/Election Interference.

To whom it may concern:

I am completely blind, partially deaf, and suffer from the effects of a recent stroke (possibly caused by the repeated use of directed energy weapons intended to disrupt or damage their victims’ brains), which has impaired my ability to use my left hand and left leg, as well as causing a speech impediment.

I am writing to report the attempt to prevent me from voting in this year’s primary by my postal carrier, who knows I am very political and always vote. I believe this is an attack against my disabilities, as well as my right to vote. In the last few years two OTC Cards and a birthday card also mysteriously disappeared from my mailbox, even though I know they were sent to my address.

Just after the ballots were mailed out three weeks ago by the State of Oregon, my former-neighbor, Joleena (503-839-….), brought over my ballot that had been placed in her mailbox (Unit 22), even though she had been evicted several weeks earlier, an even though the ballot was clearly marked Unit 23.

As this has happened three times before (see complaint to the Inspector General below), I believe my postal carrier Tamera, or another carrier, has done this to intentionally inflict emotional distress and prevent me from voting. Fortunately. Joleena still has her mailbox key, and still checks her mail.

Unfortunately,. many people in the trailer park where I live, including apparently my postal carriers, feel I shouldn’t be allowed to vote since I have a Class C felony on my record from 2005, even though I have never committed a serious crime (felony).

In 2005, I was forced to sign a coerced plea bargain by Washington County (see Chapter 6 of “3 Americas: More Truth Than We Can Handle” at wolfeout.com), And even though I was never given effective legal representation. In addition, at the time Oregon only required ten out of twelve jurors to convict a person in all felony cases (later found to be unconstitutional), and Oregon’s well documented history of discriminating against men with disabilities and other minorities in criminal matters, Washington County used the “Twin Torture Technique,” as described by Naomi Kline in her book, “The Shock Doctrine” to coerce me into signing a plea bargain. Clearly, a federal employee attempting to prevent me from voting is ex post facto punishment and unconstitutional, and unlawful.

Your assistance in investigating this matter and protecting my right to vote, and making sure this doesn’t happen again this November, is deeply appreciated.

Re: Complaint of retaliation and misconduct against courier, Tamera and her Crystal Springs Supervisor.

To Whom it may concern:

I am writing to request the Office for the Inspector General for the USPS open an investigation of my courier, Tamera, and her supervisors from the Crystal Springs office (including possibly Cathy Clap), for the renewed retaliation against me for filing the unresolved complaint in 2009.

First, I am completely blind, other than light perception, which is fairly useless. My degree is in pre-law and I use a screen access program that allows me to write letters of advocacy, such as this, and scan and read most of my mail. I have always had great relationships wit my couriers, who have made sure to provide any reasonable accommodation I would have needed, until I moved into the Southgate Mobil Home Park and apparently became a “target” of my courier, Tamera.
It reminds me of how Diane Downes father was a supervisor with the Springfield Post Office, which may have provided her the confidence to do the unspeakable-

Given my experiences, and suspecting that Tamera’s and her husband unduly influenced the previous investigation, I have good reason to suspect the recent disappearance of a priority package my parents sent to me from Florida (Tracking no. 1000303319254, mailed on July 25, 2011), along with a number of other missing letters and ‘return receipts’, which are described below, may have been tampered with by Tamera or someone, on her behalf, from the Crystal Springs Office. I am alleging that Tamera and other persons, including her supervisors, possibly used their positions with the U.S. Postal Services to criminally tamper with my mail in retaliation for my previous complaint of misconduct.

Let me begin by explaining that we have a designated mail room here at the Park where the couriers normally leave packages. When a package is left there, either Charles or Deb Sleeper, employees of the Park, will bring up the package to us. If we’re not home, then they call and leave a message so we can make arrangements with them to get the package. Neither Deb or Charles have seen any packaged for me, although my parents mailed it over two weeks ago on July 25, 2011 from Florida and should have been delivered by no later than July 30th.

For example, I also did not receive a letter from my case worker with Aging and Disability Services mailed to me on July 15th. And the ‘return receipts’ for several important certified letters I have mailed over the last several months, including a letter sent to Terry Temple with the local Social Security Administration Office last Tuesday, August 2nd. In the past, I have had several letters I dropped into the out going mail slot here at the Park returned to me, claiming there was no postage provided. When I asked someone to examine the envelopes, since I knew I added stamps, they said it was visible from the remaining residue that someone had pealed off the stamp. To my detriment, I no longer send out any of my mail from here.

The reason I so strongly suspect that Tamera and other couriers, and supervisors, might be responsible for these missing items is because of how they completely covered up her possible criminal and undoubtedly outrageous conduct described in my unresolved 2009 complaint, and because they have allowed her to again deliver mail to the Park.

Along with what I now know was her phony preaching about “God”, it is distressing that the U.S. Postal Services would allow someone as unprofessional as this to have access to our private mail. In my complaint, I described how shortly after I moved in in January of 2009 Tamera began bringing my mail directly to my RV, even though I never requested this accommodation. She did this almost every day even when there were no talking books, which was her excuse in the beginning. She began flirting with me, telling me her husband was an “old man” — fifteen years older than her, and had recently retired from the post office. She then began trying to set me up with her daughter, saying her daughter had recently broke up with her boyfriend and had just bought a house. On another occasion, she tried to set me up with a blind woman on her route named “Kathy” or “Katherine”. She told me specifically where the blind woman lived (“on the corner of…”)and provided other personal, private details about the disabled woman, without her consent. Tamera had gained access to this personal information from the disabled woman because, and only because, Tamera was perceived as being a trusted representative of the U.S. government, which she is not.

To my disbelief, Tamera once handed a stack of my mail to a pill pusher, Shawn Farrell, who lived in the dilapidated camper next store and who was finally evicted just three weeks ago. Apparently, Mr. Farrell read some of the mail she gave him and used this information to defame my character. And on another occasion, based only on what Mr. Farrell had apparently told her, she put my mail on hold for ten days without my knowledge or consent. At first, I couldn’t figure out why I just stop getting mail.

The real retaliation began when I started questioning Tamera about her unprofessional, inappropriate behavior. I told her I didn’t want her coming near my RV ever again, and that she should leave my mail in the mail room (like everyone else) if it didn’t fit into the small postal box they provided. The following day, in defiance, she brought my mail up to my RV and apparently through it on the ground, in the pouring rain. I found it later that evening, soaked and partially unreadable. I remembered reading how Diane Downes had done this to one of her customers too-

After filing a written complaint with the Post Master General in Baltimore, Cathy Clap and the Crystal Springs supervisors (who I now believe were covering up her possible criminal conduct on behalf of her husband), Tamera was temporarily transferred to another route. To date, the only response I have received to my 2009 complaint against Tamera was an unexpected visit I got from a supervisor named “Jim”. He claimed Tamera was a “good worker” and probably didn’t mean anything by what is described above (and what are listed by USPS regulations as being “federal felonies”), and that it was all probably a “misunderstanding”. I told him I really thought what she did with my mail was probably a crime and I still expected the USPS to take some sort of appropriate disciplinary action. Mostly, I just didn’t want her to ever handle my mail again, so I could avoid problems like this-

When I checked back six months later, I was told that the matter was resolved and that the records showed that I had been informed about the results of the alleged “investigation” by Ms. Clap’s Office. To date, I never received any letter or telephone from anyone at USPS about the matter, other than the brief chat I had with Jim. To my disappointment, Tamera began delivering mail to the Park a few months later.

When Tamera returned, I learned that she had solicited the help of a woman from the Park named “Tammy” to apparently retaliate against me, by saying damaging things about me she knew would be repeated to other residents. According to our Site Manager, Deb, Tammy has a long history of being a meth addict, and, along with a man she was having an affair with, was evicted from the Park about four months ago. On behalf of Tamera, Tammy began telling the other residents in the Park about how I tried to have Tamera fired and had filed a “false complaint” against Tamera. Tammy was telling people, on behalf of Tamera, that I had acted sexually inappropriately toward Tamera — this is a common practice among the women in Oregon. The information above is self-evident that it was Tamera who was ‘SEEKING ME OUT every day’ and providing me with extremely personal information about her own sex life and marriage. It appears that this latest round of retaliation by Tamera with the knowledge of her immediate supervisors, and perhaps some of her fellow couriers, began shortly after her friend, Tammy, was evicted from the Park-

As I am sure you are aware, a recent video taped on U tube documents a local postal courier from Portland defecating in the backyard of one of his customers in the middle of the afternoon. There was a bathroom a few blocks away he could have used- Given this and the experiences described above, it appears to many of us in the Portland area that there is a serious problem in this community involving the incompetent, unregulated supervision that Cathy Clap and other supervisors exercise over their couriers. It appears as though they are all “good friends”, and thus, protect each other, apparently no matter how serious the possible wrong-doing or conduct is–

Along with requiring that all USPS web sites include an audio option for visually-impaired computer users who wish to file written complaints or questions online, rather than by phone where they can be easily misinturpeted, I also request that your office investigate this missing package, and the other missing return receipts and letters, and take appropriate action against Tamera and any one else who may be responsible for tampering with my mail.
